"Monitoring DLL loading fails! Program terminates."

During installation of one of the downloads from this site I repeatedly get the message in the subject, above. As indicated in the message, the installation cannot be completed. It happens to be a program that would be very useful for my specific computer. Have successfully downloaded and installed several other things from this and other sites.
Would be great if posters here could shed some light on the meaning of this error message and hopefully lead me to a solution.

The Download

The program is from the VIDEO section and the title is:
ASUS SmartDoctor 2 - it is ver. 2.76 (have also tried unsuccessfully to install ver. 2.71 from the ASUS site)

The hardware and specs are:
MoBo ASUS P2B
CPU Intel PII 450 Mhz (s code: SL2W8)
Graphics ASUS AGP-V3400TNT/TV/16MB
OS WIN98 (not SE)

This SmartDoctor 2 program is of such high interest because this is obviously not a new system but one I plan on keeping for quite a while yet. The program's function (monitoring the graphic cards usage and temp and employ "idle" conditions, etc. when appropriate should lead to longevity.

ASUS didn't want anything to compromise the stability of the V6600 Deluxe. SmartDoctor (pictured on the right) alerts the user to potential problems and in some cases can even rectify potentially dangerous situations. First, the doctor prescribes dynamic overclocking, which means the card is clocked lower during normal operation and then automatically increases the speed when needed. Fan RPM monitoring lets a user know if the fan is spinning slower than it should or if it has stopped completely. The AGP power level monitoring function watches for any power spikes over the AGP bus. Overheating protection can slow the card speed to cool it if the preset temperature is exceeded.

Don't know if the V3400 matches the V6600 Deluxe, or not.
I also found SmartDoctor2 (although v. 2.71 rather than v. 2.76) on the ASUS 7700 download page.

Would really like to get past it.
Have checked MicroSofts web site - nothing I could find.
Have emailed ASUS - as of yet, no answer.
What does this error message means and
why do other programs load just fine, but this
SmartDoctor2 v. 2.76 hangs on this every time.
