Monitoring intrenet usage

I hope this is in the right thread.

Here's what I'm trying to do. Our apartment has a rec room and I am trying to organize a computer lab for use by apartment residents. For legal reasons I have to organize it sa a computer club if I want to charge for use of the PCs (which I do as they not free nor is the broadband connection). so here is question.

Is there a software I can set up that has log in and monitoring of time spent on account? even better a prepaid minute like system such as used at cyber-cafe? really anything that will restrict access to computers to members would work, but being able to alot members only a certain ammount of time per month would limit account sharing.
