So my motherboard has 2 usb internal pin ports

one is 4 pin ( labeled usb6) the other is 9 pins

The desktop has case has 2 usb panel connectors both which are 9 pins.
I only have 1 9 pin on my motherboard so i can't use the other usb ports from my pc case front panel.
I was reading online that i should be able to use my 9 pin front panel on a 4 pin slot on my motherboard but it doesn't work so i guess i was wrong.

I suppose if i cannot get it to work then one of these adapters would do the trick?

Understand the 9-pin header is really for a "pair" of USB ports. Your adapter should work but if your goal is just to add more USB ports, you might consider just adding an external USB hub. These are nice because you can position the hub in a more convenient place; on your desktop under your monitor for example. If you go this route, I would urge you to get one with its own external power supply. The advantage there is if you connect several devices that get power through the USB port, you won't overload the computer's port.

Another option might be to install one of these adapters to a spare slot. These connect to the motherboard's USB header. They mount to a case slot but not into a PCIe slot on the motherboard.

Lastly there are PCIe to USB adapters which are inserted into a PCIe slot on the motherboard. These are nice because, like the hub, these adapters get power through the slot, or with a direct power connection from your power supply.

Note if your motherboard only supports USB 2.0, you only need to get a USB 2.0 adapter. But if your motherboard supports USB 3.0, or if you plan on upgrading to a newer system in the foreseeable future, you should get a USB 3.0 adapter to ensure future-proofing even if you don't currently have any USB 3.0 devices. USB 3.0 supports USB 2.0 devices.

Have another look. The 2 USB case connectors together should have 9 pins that connect to the 9-pin USB header on the motherboard.
The other 9 pins are for the microphone & earphone sockets.

Digerati- I cannot try your 2nd option because as i have stated i only have x1 9 pin header for usb

your link has 2 connections for x2 9 pin headers

Eldon i am positive i have 2 separate usb headers each requires x2 9 pin headers ( my motherboard only has x1 9 pin header) .
Or maybe i am not quite understanding your response.

See the case has a top panel that has usb ports /mic and headphone jacks this is linked to just 1 9 pin connector. The side of the desktop case has more usb ports this is separate from the panel above and also has its own 9 pin female connector

The other usb header ( on my motherboard ) i have is 4 pin which i can't use. I think that 4 pin header is probably for an internal sd card/media card reader

Yeah, sorry, that was just an example of the type of adapter. A quick Google search shows there are others that use just 1 9-pin connector providing two USB ports like this one.

The device you linked to in post #1 will work.
You need to connect it to the 9-pin USB header on the motherboard, and then conect the USB ports from the case to the connectors on the PC board.
