Mouse cursor blinking

Really strange problem that just popped up.

Using a standard GE wired optical mouse with latest drivers. When playing Lord of the Rings Online the mouse cursor vanishes and only appears when I move the mouse. This wouldn't be so bad except it "blinks" across the screen when moving and never stays steady.

This seemed to happen after I installed and optimized with IOBit Gamebooster (through Advanced System Care 4). Uninstalled Gamebooster and rolled back whatever changes I could detect that it made, problem still exists.

I also made sure I did the generic things such as: Lower blink rate in keyboard options, update mouse firmware, made sure trails were off in mouse options.
