move photos

    I recently bought a laptop with win8. Took some photos and downloaded them, went to edit them -wanted to drag and drop - -move them around - and I could not. Previously I had an old PC with XP. Now I cannot move them in their folder. When did this "improvement" occur? Is there an editor out there that will let me do this?
