I assume you have a server acting as the domain controller?

If so, go into Control Panel > System. Once it comes up, click on the "Computer Name" tab and click the button "Change". Type your domain name and press enter.

Note: If you do not have a user account currently setup on the domain for the your computer, you will have to use another account that has already been setup to have access to the domain.

    thats not the problem
2 user accounts one is domain\me and one is workgroup or local\me
I want to make the local account a domain account so the transition from workgroup to domain does not require startin over.

The local account will remain as is, when you join the domain it will create a new user account for use on the domain. This means you will need to move your files to an accessible location such as C:\, if they are in Documents and Settings you will have trouble viewing them because of permissions after you have joined the domain.

    Am I making sense?

    completely

but what I am trying to do is transition an existing local account to an existing domain account so the data, programs, and settings will function as it does now in the local account.

If I'm not mistaken, when you login to the domain user account, it's just like creating a new user account. All the programs in the Start Menu will be accessible however anything in "Documents and Settings" from others account will not due to permissions.

Anything from other accounts will have to be transferred to the domain user account. All the programs will be accessible, files however stored on the local account will not unless they're copied to the domain user account.

    example

a user is in a workgroup setting

    a SBS server is installed

all users in the new domain where using local accounts and recieve new domain accounts but all of the information, programs and settings they are familiar with from thier local account is not there

    can it be done?

transfer local account to a domain account?

I understand exactly what you're wanting to do, I don't believe it can be done without copying all the files. Like I mentioned previously, the programs will be accessible because they are in C:\Program Files but the local files are in Documents and Settings which will not be availble unless copied to the domain account.
