mp4 change bitrate

    Hi I'm looking for an open source software to change video bitrate on an mp4 film. Codecs are H264 and AAC, OS Win7. Don't need a challenge just something simple that does the job. Obliged

    What I really need is a bitrate calculator, (I've sort-of decided on Format Factory for the decode)....now its for both mp4 and flv (both with H264/AAC codecs). Some online calculators that I've tried before haven't been very accurate. So would anybody care to make a particular recommendation please?
