Go into your Device Manger (right click My Computer > Properties > Hardware > Device Manager) and click the little plus sign next to DVD/CD Drive. Right click on the drive in question and click Properties. In the resulting window, the middle tab should say DVD Region.
NOTE: This is for Windows XP and should be the same (or real freekin similar) in Vista. You could also try a different media player, MPlayer or VLC or Zoom should work, if you have Nero, try using Nero ShowTime....

a thought ---- you are limited in the number of times you can change your dvd playback region on your pc --- four or five times, I think.
I have been told that even a re-format and complete re-install of windows will not erase that history.

So think long and hard if you want to change the region for just that one disk, because like a cat, your "region-changer" will lose one of its lives

I cannot believe the stupidity of a different region policy. What for instance if I come home from Africa with a DVD bought there. What if I always go to Africa and come back as part of my Job and I am a movie buff. I would naturally buy my DVDs there, again in life the majority suffer because of a minority of people who defraud the movie brigade who are stinking rich anyway. What if I live in Africa and want to send presents to my many relatives in Europe or America Dvds say I have ten relatives that means I will only be allowed to send so many. Surely that restricts my economic freedoms. The Liberty to chose to stuff where I want to. Furthermore, if they did not exploit the poor around the world and sold their goods at exorbitant prices there probably would not be a market for counterfeit goods. ARGHHHHHHHHHHHHHHHHHHHH!!!!!!!!!!!!!!!!!!!:major

I haven't used it in ages but it used to work great on W98SE. I haven't tried it in XP as I watch my DVD's through a player. I certainly haven't tried in in Vista.

For a bit of background, go to http://forums.majorgeeks.com/showthread.php?t=92396.

Let us know how it goes (if it does) in Vista. I must try it out again, for XP.

PS: just checked this out a bit further. I think it is not updated for Vista (sorry). Should work for XP. Maybe it will work in compatibility mode in Vista?
