MSCOMCTL.OCX problem - different case from FAQ

I have read MSCOMCTL.OCX problem from FAQ, but it is a little different symptom than they mentioned it there. Users with administrative rights can process work without problem, but other users can't process and gives same message as it was described on FAQ.

"Component MSCOMCTL.OCX or one of its dependencies not currently registered "

From GPO, I looked at Active X control on OCX file, whether it is prevented or not. Moreover, I tried registering mscomctl.ocx, and it didn't work with users without administrative rights. I even tried to go to actual files on system32 folder and set security for everyone with full control.

Can someone please help me? All the information from Internet only gives you solutions IF EVERYONE has problem, and it doesn't apply to my case.

So you have several computers and several users, and the admin-users doesn't have any problems ?

What happens if a standard user login to a computer where an admin-user didn't have any problems ?

What happens if an admin user login to a computer where a standard user did have problems ?

What kind of application are you running which complains about the MSCOMCTL.OCX ?

 

Thank you for the response. Yes it is network related issue, and ONLY those with Admin rights doesn't have problem. It relates to programs running on Terminal server, so pretty much noone can use this particular program unless you have admin rights. Everyone uses remote desktop connection to log into terminal server, so it doesn't really matter who logs into computer.
