Msconfig changes on limited account

I have a limited account on my computer set up for people visiting. When I add programs on my account some add items to the taskbar of the limited account. Nero for example has Nero Scout installed on the limited account.

When I sign in to the limited account I can't change anything in msconfig because I don't have permission. Changing msconfig on my account doesn't affect that account. How do I make changes to msconfig for the limited account? Thanks.

 

I don't want to mess with changing permissions but is changing the user account to an Admin account the only way? Then I have to go back and reset it as a limited account. I like the severe access the way it is, and don't want to mess things up.

Is there no way, on XP Pro, to login to a limited user account and run MSconfig ( as an Administrator ) and decide what is run on start up? Or is there a way to login on my administrator account and change the limited account's start up programs.

The situation is that I disable Kaspersky Antivirus on my account at various times. When my brother visits he logs on to a limited account that starts Kaspersky at startup. I log him off but Kaspersky still is running. I have to logon to his account and exit Kaspersky. I want to stop Kaspersky from starting on his account (there is no need for it, as it is my computer). Unfortunately, because I created such a limited account for him, I can't run msconfig from his account, and don't know where to find his startup (msconfig) settings when logged in as an Administrator.
