MSCONFIG - TOOLS - Displays in Spanish

    I've seen similar threads about this topic but the answers I've seen aren't helping me any.

    I'm using Windows Xp Sp3 v2002 professional

    I go to control panel - add/remove programs - I check "show updates" - updates show up and there is no kb906569 listed anywhere. I've read them all.

    So then I was going replace the Spanish in the file "mscfgtlc.xml" with English. But I can't find that anywhere either.
    I've checked:
    C:\WINDOWS\pchealth\helpctr\binaries
    C:\WINDOWS\system32
    and I searched for it too...

    My folders are also set to show system files...

    Does the Spanish version of the kb906569 create the Spanish .xml file under a different name?
    Should I just create the file in the same directory as my msconfig.exe?

    Any help would be greatly appreciated.

    Also the update isn't listed in the windows directory or windows update log file. I tried to download and install the update KB906569 but when I run the update it gives an error message telling me I have a newer version service pack and the update is not necessary...
