MSHTML.DLL Error won't let me access any programs.

    Ok, So here's the problem.
    I have a HP Pavilion computer. It has Win ME. I updated the AOL on it to 9.0 then after the ran AOLs spyware protection program I was no longer able to do any web searches. All I could basically do was access my e-mail and IM's. Now however I can't access any program on my computer. When the computer starts up everything is fine...that is until I click on anything even the start button. The MSHTML.DLL error message keeps appearing.
    I've tried going under safe mode and doing a system restore but even in safe mode I get an error message on certain programs.
    I think the problem occured because the Internet Explorer on the computer is 3.0 and it isn't compatable witht the AOL 9.0. But since I can't get on-line with that computer I can't update it.
    This comp was only being lended to me...it belongs to another family member. Please if anyone can help I would really appreciate any advice.

    Microsoft Windows Millennium Edition (Me)
    1. Click Start, click Run, type msconfig, and then click OK.
    2. Click Extract.
    3. Type ie_1.cab, and then click Start.
    4. In the Restore from field, type c:\windows\windows update setup files.
    5. In the Save as field, type c:\windows\windows update setup files, and then click OK.
    6. When you receive a prompt to back up the file to C:\Windows\Helpdesk\Sfc, click Yes or OK.
    7. If you receive the following prompt, click Yes or OK:
    The backup folder does not exist. Do you want to create it?
    8. If you receive a dialog box that says: "The file was successfully extracted", click OK.
    9. Click Start, click Run, type msconfig, and then click OK.
    10. Click Extract
    11. Type mshtml.dll, and then click Start.
    12. In the Restore from field, type c:\windows\windows update setup files.
    13. In the Save as field, type c:\windows\system, and then click OK.
    14. When you receive a prompt to back up the file to C:\Windows\Helpdesk\Sfc, click Yes or OK.
    15. When you receive a dialog box that says: "The file was successfully extracted", click OK.
    16. Close System File Checker and then restart the computer.
