    After an upgrade from win95 to win98se, outlook express won't function. I've read and tried every fix that I can locate online...including from the Microsoft tech site. Nothing seems to help. I've renamed, revamped, replaced, upgraded, downgraded, hacked the registry to eliminate any reference, restored replaced and re-reinstalled IE, OE, Windows 98SE, and I still get the same error. Outlook Express could not be started because Msoe.dll could not be initialized. HELP!!!!
