   While trying to install new software i recieve this error and connot get the software to open. What to do

   It is part of Windows Defender. Using windows explorer find C:\Program Files\Windows Defender\MSASCui.exe.manifest and delete it.
   
   Restart the computer and see if that solves the problem.
