My Pc Does Not Go Directly To Web Browser

My PC does not go directly to web browser (chrome) & internet.
It goes to windows diagnostics then it connects, OS Windows 10
Can it be prevented?
How do I fix it?

 

I'm not sure I'm helping my sister on her PC I will get back with an answer after I find out from her

 

Sounds rather like Windows is checking your internet connection,to get you on-line.
I have seen this happen if there was a problem with your wireless connection - You could try an Ethernet cable, if you are not already using one, or, try updating the drivers on your wireless/Ethernet connections
Look in device manager, scroll down to Network adapters, look for wirelesslan , and ethernet adaptors- click on each ,and click update drivers.
