My sister is infected with Windows 7 Security Plus?

How do I remove Windows 7 Security Plus off my sister's computer. From what she's telling me she can't connect to the internet, and she doesn't remember installing it. It seems to have gained control of windows and she can't disable the alerts, connect to the internet, install anything.
