Need advice for Total Uninstall options

Several years ago I was using a free version of Total Uninstall, v2.35, to monitor the installation of programs for later
clean removal.

All of the programs have been previously Uninstalled, either with Total Uninstall or Revo Uninstaller or with Add or Remove Programs.

I just used it to see if it would properly remove a startup entry for a device driver leftover after Comodo BOClean uninstall.
It Did do that ... (but it did Not uninstall the device as shown in Device Manager > Non-Plug and Play Drivers).
The file, BOCDRIVE.sys, was already deleted.

I used it again for another program and the results of the process showed that it added many new registry entries that were there
at the time the installation was monitored.
In knew that the entries were invalid because the paths were no longer valid.

The Uninstall Options provides a way to prevent that by disabling Create deleted values and Create deleted keys.

There is also an option for Restore changed values.
That is the one that I'm doubtful about.

I'd like some advise and opinions about whether it's best to have that Enabled or Disabled?
My thinking is that it should be Disabled since the programs were already uninstalled, most quite some time ago, and changing
values could create new problems.

I'm mostly just interested in removing stuff that should not be there, like the device driver entry already mentioned.

I don't even know what the last option does - Decrease shared dll's counter

I'm really wary about changing registry values based on old installations and Old registry snapshots.

So, I'd like some input from the system masters here.
