need advice

i have a 2200 amd tbred cpu, i am pretty sure the chip is locked, because when i go to change the multi on the m/b, it gets crazy anyway i am going to pull it and see if it is i will use the pencil trick
my question to all of you is what is a safe setting to start with i am using 2100 ddr which runs at 266 i am using a gigabyte 7vaxp 1.1 m/b ahd have 1.5g memory,xp pro i have more than enough cooling to overclock so what are recommendations
