need bootable program to format

what i need is a program that will allow me to boot from a cd or floppy, and format a hard drive, prefer not doing the back to all 0s that just takes too long, and i would like the ability to choose between fat32 or ntfs

would prefer freeware, but paid works too

Your HDD manufacture has a free Utility for formating/partitioning/diagnostics and imaging
