Need freeware app to scroll text over video.

Can someone recommend a freeware text scroller that will allow me to add detailed instructions to a testimonial or instructional video?

The logical approach would be to add voice-over narration, however, I am mute so I must use text.

This will give an idea of what I'm trying to accomplish.

Here, I am using a Speech Synthesis Device but I hope to add text to the tutorial.

I have spent about 2 hours searching for free software to add scrolling text to a video - no luck.
What I did find is a YouTube video tutorial on how to do that using Lightworks.
