need guidance for surveilance and restrictive measures @ lan

Greetings fellow geeks...

I'm a manager at a lan house, so first I need a program to monitor ALL activies of all users including the server while I'm working at the the lan-house or at home, REAL TIME, something like e-surveiller (so no damn screen shots sir, real time video) so I could either save or not for futher purpose.

Second, I also need a slick bandwith monitor that inteligently splits up all of the bandwith equally for all the users, as counter measure for some SoB's who open 10 simultaneous youtube videos, hogging up all the connectios, damn blank heads.
