Need help Bad!! I can't connect to the Internet!!

I have a Dell Latitude E6400 laptop running on Xp Prof. This is a work computer. Anti Virus (Trend Micro). My issue: When i got my laptop back everything was fine then out of the blue i couldn't access the internet. I tried everything and still couldn't get on so i did a system restore then it would work again. It would work for a couple days and i would have to do the process over again. The other day i couldn't find a restore point that would work and now i'm out of restores. I can ping the routers at work and home but i can't ping anything past it. When i look at the status i am sending packets but barely receiving them. I tried a winsockfix, which didn't work. I booted in safe mode that didn't work. I turned off the firewall that didn't work. Did a few virus scans, which came up negative. Can anyone help me Please??
