need help formatting ntfs partition changing back to fat 32 file system

I am trying to format & partition a harddrive with win xp (NTFS file system) and I want to format & partition and install win 98 se creating a fat 32 file system, I have managed to place the 98 boot records onto the hard drive but I cannot get any further, it has taken me into dos because those files are there but it wont let me format and create a fat 32 partition, how do I go any further, I'm still learnin this stuff and I find that it is always something so simple it will make you completely nuts, especially when you find out what simple technique can fix such a delema,,please if there is anyone out there that can help this geek out I would be sincerely grateful!
