need help on disabling other software

hi guys,
i've got a little task that i need to do.
i've got a computer with windows 98 and it has various software such as office 2000, symantec and the default windows software like media player and the like. Anyway this machine has a specific computing program that i want any user who logs on to use. i want that to be the only software that any particular user can manipulate the rest should be there but disabled to his use.

i hope someone can help me.
ps the program is an MSdos program
