ATItool would be your best bet. I believe the 9200 and 9600 series are overclock locked but the omaga drivers and ATItool are able to get around the lock. Also have you tried disabling the fog/smoke in COD2? Even overclocked a 9200 is to weak for COD2 (IMO) perhaps a newer/faster card is in order ?

i tried disabling the fog and smoke on the game, but it seems to be a cheat on the game because i play multiplayer a lot...but i just want to overclock safely without over doing it

If you use ATItool and test for artifacts at your overclocked speeds to be sure its stable it will be fine.

Depends on the rest of your system specs.

There isnt one universal setting, every single card is unique. Do what ACE said and test it with ATItool at each step; start with either the core or the memory then increase it in small increments, testing at each step. Once you find the max OC then move on to the other (i usually start with the core then do the memory just because the core is generally tougher to tweak) and do the same thing.

You can measure the performance increase by running a program like 3dmark before and after the OC. there is also a nifty little program called video card stability test which is nice (you can tell they took a long time trying to figure out the name lol) http://freestone-group.com/video-card-stability-test.htm

run it before the OC and after to see how it does. dont forget to keep an eye on ur temps! you may want to upgrade the cooler but with that card it may not be worth it. its up to u though
