Need help remove Restore file ".CPY"

I have some how been infected with the "Download.Trojan" virus on my home computer (dam kids). Norton was able to remove it but not before my computer saved it in the _RESTORE\TEMP folder (.CPY). I have tried everything; disabling my restore, tiring manually to remove file, starting in safe mode and run Norton, starting in safe mode and removing manually. Nothing seems to work. Every time I tried to delete, rename or move the ".CPY" file I get the same response, some other program is using file. Please help me!

 

im assuming ur runing xp here...
press control alt delete and go into proccess tab..
see if theres anything that u think looks fishy
