Need Help Setting Up Proxy Server

So I have Windows 10 at home and Time Warner Cable. I want to set up a proxy server on my home computer so that I can be able to access the Time Warner Cable as if I was on my home network. I have downloaded and installed Wingate Proxy Server. I configured the router to forward traffic on port 80 to my computer with a static ip. But now I have no idea what to do next. The website I was using kinda skipped all the details. Any help would be appreciated.
