need help with new machine

i just built a machine and i am in need of help. Here are the stats:

amd athlon xp 3200-2.2ghz
soltek sl-75frn2-rl motherboard
dual 512mb corsair xms ram
ati radeon 9800 pro

I am needing help with an issue. When windows boots up and i go to system it says my processor is a 1.1ghz. it is not running at full capacity. I have messed with all the bios settings and none of them make a dang diffrence. not sure what i should do. all i can say is that if this board is bad i am kickin some ass

 

was this a all new motherboard and chip ?

 

yes it was brandnew from newegg. i know the processor is good

 

In bios, "Advanced Chip Features" set Cpu multiplier to 11 x 200 fsb

i will try it again, also sometimes my ram shows up as 100 mhz each when they are dual channel 400mhz so they should be 200mhz each

 

didnt do anything. i think i might just have a defective mother board

Your comment's about memory speed, confusing, please elaborate? Sometimes at 100 fsb, is that in bios or windows or both?
Regardless dual channel or not, they would run at the same speed.
You may have to manually configure memory speed & timings in bios.

When making chnges in bios, are you saving before exiting?
Does your mobo support XP3200 cpu & 400 fsb?
Check manufactures web for bios update.
