need help with toshiba laptop

my brother in law gave us a toshiba laptop (satellite A135-S4427)
It won't go past boot ...I've started in all modes ...same error
"\windows\system\32\config\system" status 0x000014c registry file missing or corrupt....
I ran the memory diagnostics tool ..(in standard and extended)
I've talk to someone who told me I can go to microsoft and request a service pack dvd mailed here but only found downloads ....I've looked on here but didn't find any way to fix this without the disc (which he no longer has..)
Is there a way to fix this cause I'm at a lost?

There's no way to fix your problem without a Windows installation disc.
