Need input on portable web browser.

I currently have a phone that is a prepaid pay as you go plan. I have Verizon with the old Samsung 950 series. As you may or may not know the web browser is very limited on what you can do and the phone is down right huge. I do not want to get a contract that costs $59 or more a month for two years just so i can surf the web. I barely use the phone to call people. I have no problem shelling out $400 for a new iPhone if you can get it on a pay as you go plan. Well, they don't. I've heard rumors you can fool AT&T and get a sim and slide it into an iPhone but the plans still hit the $69 plus a month. The iTouch would be cool but you have to be near open WiFi. Does anyone have any ideas or any input on what device is out there that fits my needs? Thanks!
