Need serious help with my pc.

Hi, I have a dell inspiron 6000 laptop .with windows xp. when i boot up , it goes to a black screen and ask me to choose to start in safe mode, safe mode with networking, or start windows normally. no matter which option is chosen, it goes directly to a blue screen and reads " A problem has been detected and windows has been shut down to prevent damage to your computer. if this is the firs ttime you've seen this Stop error screen,restart your computer.if not, follow these steps:" it then proceeds to tell me to disable or uninstalkl any unnecessary utilities. and has *** STOP: 0x00000024 (0x00190203,0x82D13828,0xC0000102,0x00000000)

I cant get windows to start at all, it freezes on this blue screen and wont let me disable any anti virus or anything. i'm a novice with this, so any help at all will be greatly appreciated.

 

Turn the computer on.
# Start tapping the F8 key. The Windows Advanced Options Menu appears. If you begin tapping the F8 key too soon, some computers display a "keyboard error" message. To resolve this, restart the computer and try again.
# Ensure that the Safe mode option is selected.
# Press Enter. The computer then begins to start in Safe mode.

it wont boot in any mode. as soon as i choose safe mode, it goes right back to the blue screen again.i can use f12 ang go to the one time boot menu, and the options i have there are :
Internal HDD
CD/DVD/CD_RW DRIVE
Cardbus NIC
Onboard NIC

Bios Setup
Diagnostics

 

is there any way i can get the pc to boot and be able to get to the "event viewer" ? i cant get it to boot windows at all.
