Need Your Help!! Plz Video

Hia all. Can you please give me a hand? Here's what's up. I play Aces High 2 online. When I get close to an enemy or too much is happening around me, the framerate drops to 20 FPS or worse. Its hard to shoot a plane when the screen freezes for a sec then moves then stops then moves etc. The Icon Color setting page has RGB sliders to pick the colors you want, and it will show the color in a box as you move the sliders. The box is always black. I am stuck with a Dell Latitude C840. It is docked to C/Dock II. I am using one of the two dock PCI slots for a ATI Radeon 9250 256M video card, the other is open. I have all the Dell updades and patches. The 840 has 1G memory and a 1.8G P4. I usually run XP, but I was messing with the video trying to get a better frame rate and it crashed. I could not for the life of me find the CD. So just for a few days, I'm using 2000 Pro. I have Dx9 and when using either OS all the updates and patches are loaded. I am attaching my Dx report. I tried a few Omega drivers and one DNA driver. the Omega was 4.12 and the DNA was 3. ???.12 - I had a terrible time with it. I finally put the drivers from the ATI CD back in. It seems that the OS puts a mess of things on IRQ 11, which is where my Vidoe card is. I cant afford a desktop. The device manager is confusing, showing the laptop and the dock devices. I have to disable some of the listings, to stop them from using resources. I also used PCI Latency Tool to bump from 32 to 64 the setting for video. Another problem, the game shows enemy's on a map as small squares. If I adjust the card for performace they either dissapear or are almost invisible. I know this is a crappy setup, but all I have for now. I don't know what to do. Any help is appriciated!!! If I have to, I can live with messed up plane squares on the map, but that's how you know where they are when out of visual range.
