.net 3.5 Framework In Windows 10 Won't Load

    I'm having an issue trying to keep .NET framework 3.5 running in Windows Features.

    When I turn the PC on and go to Windows Features, the box for .NET 3.5 is unchecked. When I click to turn it on, it gives me a message that it's installing then tells me to reboot the PC to finish the installation. When I reboot it still is not turned on in Windows Features. Here's what I know and have tried so far.
    • It's a fresh install of Win 10 Home x64, latest (Fall Creators) build, about 8 weeks ago.
    • Checked for viruses and malware, none found.
    • Ran SFC (system file check), no issues found or repaired.
    • Ran Microsoft .NET framework repair tool. It did not find any issues and did not solve the problem.
    • I am not getting any error messages when I attempt to enable it in Windows features.
    • I've tried downloading and installing the NET 3.5 package from Microsoft. It does the same thing as noted above.
    • Uninstalled all Windows Updates in Programs and Features. No luck.
    • The software that needs .NET 3.5 worked properly on Win 10 x64 Home prior to a hard drive crash requiring a new drive and reinstall of Win 10. I've even talked with the software developer who has no idea why this is happening.
    I'm beginning to pull my hair out over this. If anyone has other tips/tricks that might solve the problem I'd greatly appreciate it. Thanks in advance for your help.

    When I checked mine, the box is filled (Black) which means it is only partially turned on. Is this issue creating a problem for you?

    The box for .NET 3.5 is empty; none of the sub-listings are checked.

    I had this problem, when I first had W10- I cannot remember exactly, but I believe , I had to get Windows updated as far as possible, and then when I re-ticked the boxes- it worked (mine was net. 2, and 3.5)

    However this link might give you some ways to solve it- I would try most fixes , but not the repair tool, or download tool, as it is a purchasable item (I don't think it will repair without a payment)

    The dism fix could be worth the try
    Open Command Prompt as administrator.
    Then type in DISM /Online /Cleanup-Image /RestoreHealth press Enter to run it.
