whenever i logon to windows i receive a permission from net command to make changes to my computer. I don't know what that is and why I should allow it. I don't get this on my other windows 10 machines

That sounds like a User Account Control Permissions window and indicating that something/some program is asking for permission to run that may make changes to your computer. For it to be asking for permission when you log in it indicates that program wants to run immediately at start up. In the window itself it should show the name or identifying information about the program. Unless you know for sure what it is you should not allow it, and then examine all your start ups in Task Manager > Start Ups to see what is showing as 'enabled' at windows launch.
