Net speed sputtering

    I am using a HP pavilion dv5-2074dx, which currently has Windows 7 home premium 64 bit operating system. My roommate who is the network hub, uses primarily linux on his machine and has a Netgear router. We have cable internet threw comcast, which recently the lines got worked on to allow us to not constantly be booted offline, the lines in the house are r59. My issue is that if I try anything that involves streaming in any sort of the word (Netflix or any time of internet gaming) the network suddenly has issues and will not let me stay logged in that service, but if I run standard sites or instant messengers I am fine. We have already opened every single port to my computers, my firewalls are not blocking the games (which I have triple checked now) and it is only the games and netflix that are having the issues, no other programs have even the slightest hickup. What is going on and how the hell can this be fixed?

    Check for qos settings in the router.
