network to dial up

    My sister got a hp from her boss. She lives in the county and has to use dial up. They used a network and now every time she plugs the phone cord into the pc, she gets a message that the phone is in use and gets a busy signal. She did talk to her isp company to set it up, but its still giving a busy signal whenever she plugs the phone wire into the pc. Any help is appreciated.

    please advise model number of HP - the O/S is Win XP Pro????
    Also go to control panel-system - device manager - click on modem and advise modem model being used
