Networking/need help....pls

I have a comp that got a surge from a storm. It blew out the nic. I replaced it and every since, I've had nothing but problems. The old card is part of the mb, and not removable. The only way to shut it down is to disable it. The second card was working until this morning. The icon in the task bar says it's connected at 10 mbs. Network properties says it's connected. but when I try to connect to the internet, it say no connection, try again or work offline. The internet config is set for cable and was good yesterday. I can't get this comp to be seen in networking for a small office. It can see itself and the other comp's can see it too, but when you click to access the comp, it says access denied please contact admin, because you don't have admin access rights.
I have shut down all firewalls, anitvirus's and set all files for network sharing. Still no luck. does anyone have any advice besides buying a new comp?

 

Have you tried running the connection wizard since you put the new nic in? Also is file sharing enabled?

 

Yeah, went through all of that and file sharing is on for everthing, no firwall, no antivirus. THEORY?: The comp act's like it still reconizes the other nic. Is it possable for the settings for nic #1 to interfear with nic#2(nic#2=new)? I did enable nic#1 change the setings to turn off the firewall and enable file sharing, then diabled it. I still didn't have any luck with nic#2 allowing me to log on to the internet. NIC#2 does not let me access the internet, nor does it allow others to access it through the network.
