New 4TB HDD only seen as 2TB

I have purchased and installed a new Seagate 4TB HDD (off ebay??!), and it is only seen as a 2TB.
I am aware how set as GPT and assign unallocated other portion, but the other unallocated portion is not seen to extend?
I have tried this in Windows disk mangaer and the Seagate Discwizard, and no luck there too.....any ideas?

 

You can download Acronis Drive Monitor - it will tell you what the GBS are.

What does it say on the drive?

If there is a discrepancy, I would return it ASAP or if seller won't comply, file a claim with Ebay.

I stopped using Ebay years ago for this very reason.

Thanks plodr, but (as can be seen in my sig) I have some large HDDs previously connected, so I know this works.
