New Build Help Please

I have built a few PC's but it's been a year or more,:confused I have about $450.00- to work with. The thing is that I have two 300 gig hard drives that are IDE (not sata). I have 1 set PC2 5400 Dual ch, (1gig ea). and one 1gig.pc2-4200 ddr2 533 mhz.That I would like to use if pos.
I use the PC for Photo's and voice recordings, alot of pic. & music CD's
Some Gameing
I have a new Vista OP.Sys.
I have vid. card I use for a bit.
I would like to buy the parts from (1st) New egg or Tiger Direct. thanks
What I am looking for is a CPU &fan ,motherboard . I should have every thing else I need for know.
