New DVD - now studder sound.

    Windows XP home SP2 - homebuilt computer
    Installed a new LiteOn double layer DVD. Now I have studder sound. At first I thought I had a sound problem, but notice that the video is jumping - kind of like very quick moving freeze frames. So it may be a video problem. I really don't know where to start to try and trouble shoot this one. Suggestions please. I didn't see anything helpfull on LiteOn site - at least not that I found.
