New MB/CPU won't load Windows

I replaced the MB and CPU on a basic eMachines but I can't get Windows to load. The Bios appears to recognize the hard drives correctly, but even if I use a cd to get a DOS prompt, no C drive exists. I disabled the on-chip SATA because the HD's are on the IDE cable. Just for kicks, I put in a brand new hard drive and used the eMachines restore cd to install Windows on the new HD. Still no dice.

    Any suggestions?

to what stage does the start up process get to?

It immediatly gives me a DOS screen saying that these was a problem starting Windows and gives several choices for the next attempt - start normally, re-load the last settings that worked, safe mode or safe with a prompt.

No matter which I select, it makes a brief attempt to start, then comes back to the same screen.
