New PC Help!

Hey all,

I'm building a pc for my bro and all I need is a chip and mobo. I don't need anything amazingly fast, but I want a good solid processor for him that keeps the processes quick. I'm way out of the loop on current chips and mobos, otherwise I'd pick myself! I'm looking for something very efficient and pretty cheap.
