First I would'nt buy a ECS mobo, (or PcChips for that matter) Look for something from Asus/Abit/Gigabyte those are the big three ( yes there are other good mobo's too) and look for Nforce chipset if your going for a socket A mobo.
ECS = Junk, if were free I'd skip it!

I'd also go for AMD XP cpu 2500 or higher/ 512mb L2 cache / 333fsb or 400 fsb. ( I believe AMD not making the xp 2500 anymore might be able to find though) Sempron's are the economy version, lesser cache.

Buy memory that the Fsb matches the cpu or higher.
HDD go Maxtor/WD/Seagate/Hattachi, 7200 rpm 8mb buffer, get SATA if you get a mobo that support's it.

If you plan on gaming that Video card is low end wont play the newest games very well if at all.

The case cant tell what your getting, but I'm sure it's a Generic PSU with it, upgrade the PSU to something like Antec true blue 430 or even 480.

With the above mention mobo's most have onboard 5 or 6 channel surround capapible.
Most all have intergrated Network 10/100

I'd try to get XP pro full version or Oem disk with the package, nothing wrong with Xp home, pro has a few more bell's & whistles.

You asked would this be a sufficent system, what ya using it for?

What are you spending on this thing?

ASUS speaks the truth I would look around, look up the parts you listed at zipzoomfly.com or newegg.com or do a google search on them and compare to what they quoted you and then decide

    Very smart asking others opinions

I am the home user that does web editing for clients, and the usual basics. I don't play any games.

ASUS gave great advice, just want to touch again on the point that he said about the processor. I definitely wouldn't recommend a Sempron, I'd go for the Athlon XP as they seem so much better in general use and gaming.

The Sempron cpu might be an economy version but it's hell as fast!

You're much better off with an AMD xp or even a 64. Sempron's are just the cheap easy option out!

if she's not going to do gaming I think that processor should be fine ... 2-3 years ago i was using a 225MHz PowerPC Mac w/ 96MB RAM (PC66 i think?) ... and I don't notice one difference in speed surfing the web on the PC in my sig .. only problem is they bloat alot of programs so you need a higher speced PC to run them
