Dell Optiplex GX110. Turn it on and the fans on the power supply and CPU spin up. Nothing else happens. Dead motherboard?

When I say no boot, no screen I mean the computer acts absolutely dead. A boot disk won't make it do anything, nor will a boot CD (XP). No beeps (like the RAM beep code meaning bad RAM) no nothing except the fans spinning and a little green light on the motherboard itself. The CMOS battery has a good charge though. I even swapped out the RAM to make sure it wasn't that. It wasn't that. Anybody have a spare mobo for this antique?

Have you tested or tried another power supply?
