No Boot, Not even to BartPE, etc

Here's the situation, thanks in advance:

Compaq SR1750NX has a sata drive that has a corrupted Windows install. I was going to back up the data and reload windows, but the computer won't boot at all. I've used live CD's (multiple BartPE's, Ubuntu, Knoppix) and the Linux ones won't boot at all but the BartPE one's get to the Windows XP logo screen with the progress bar graphic and after awhile it stops going and the graphic freezes. When doing a Windows XP setup, on the first blue screen it freezes when it says "Setup is Starting Windows..."

I've removed/unplugged all components, (modem, video card, sata hdd) used a different cd-rom... I've disabled all unnecessary onboard devices and otherwise in the bios... run memtest on the memory. checked the temp of the cpu (30's)

I have a multiboot and UBCD that both run. They don't freeze. I guess these O/S's are accessing a piece of hardware on the motherboard?

Any ideas or do I light it on fire? Seriously, are there any other testing tools to determine precise what's the matter (I can rule out the above disconnecting/disabled devices, so I assume it's something other than those)? The transistors/capacitors look good.

Really, I usually don't, but right now I could use the help!!!

Knoppix works actually... Any WinPE I have doesn't. So I'm going to backup the data... but even when the harddrive is disconnected, Windows setup still won't work. That's going to be an issue
