no control panel and can't run regedit pls. help

    i have spent 2 days cleaning the system based on previous posts. run hjt, cccleaner, spybot, rogue remover, counter spy etc. System seems clean but i still have no control panel and no regedit. Comes with restriction error that I dont have admin privildeges to make changes

    Any thoughts
