No desktop and no start menu ???

I do not know if it is a virus and I do not think it is but there are no icons on the desktop and I can not access the start menu the only thing I can access is the taskmanager, and run various tasks and view running tasks but nothing is showing in the task list which looks suspicious, I ran autoruns and saw no problems I also did a windows repair from the windows CD this did not also work what can be wrong ? It is a DELL inspiron 8200 laptop with the average devices installed.

 

Download this registry patch to your desktop or somewhere else you can find it, then use Windows Explorer to locate this nodesktop.reg file and double click on it. Say YES when it asks you about adding to the registry.
