No desktop icons and illegal explorer operation messages

my computer has no desktop icons. i restarted it and tried safe mode and none of that worked.All i see is wallpaper its just a blank desktop.a message also comes up sayin explorer has performed an illegal operation and will be shut down.i click details and it says shdoc401.dll caused an error in module something.I tried to repair internet explorer and when it got like to the middle it said rundll performed an illegal operation and will be shut down.I really dont know what to do can someone please bhelp me wit this problem.I have windows 98.o yea a message also comes up sayin a required .dll file win.dll was not found.can someone help me

i dont think its a virus cuz i have norton anit virus 2000 and I scanned my computer and it found no viruses

i been ran internet explorer repair tools numerous amounts of times and in the middle of it while its repairing it says rundll performed an illegal operation and will be shut down.

Right click on the desktop and go to "arrange icons by" and make sure "show desktop icons" is checked. Does that help?
