no s-video don't know why?

    um i have a dell cpx-j and well the s-video is not controlable. so this is what i know i start up the computer and the s-video works for little bit of time (2 or 3 seconds) then goes blank or the tv says no signal. i only get the start up of the windows welcome the blue and thats it. is their a program that will reconize and use my s-video i have tried finding a program but no with no mrival im stumped
