No Shut Down

    Have an eMachine running Windows 98 that won't shut down unless I hold in the power button for about a half minute or so. Here's the story: Shut down procedure moves along until the screen comes up: "You May Shut Off Your Computer Now." Formerly, the machine would then click and shut off. Now it clicks, shuts off momentarily, and then reboots. Anyone have a problem like this or any solutions?
